Rusiya Təhlükəsizlik Şurasının əvvəlki qətnaməsində dəyişiklik təklifində Qəzza zolağına humanitar yardımın çatdırılmasının asanlaşdırılması məqsədi daşıyır və konkret olaraq “düşmənçiliyin dərhal son qoyub yardımlarına davamlı şəkildə davam etdirilməsi” tələbi əlavə edilmişdi.

Qeyd edək ki, ötən il dekabrın 9-da ABŞ, Birləşmiş Millətlər Təşkilatının Təhlükəsizlik Şurası (BMT TŞ), Birləşmiş Ərəb Əmirlikləri və Türkiyənin də daxil olduğu 80-dən çox ölkənin birgə təqdim etdiyi qətnamə layihəsi fövqəladə iclasda səsə qoyulduqdan sonra daimi üzv olan ABŞ bu layihə üçün veto hüququndan istifadə etmişdi.
BMT Baş katibi Antonio Quterreşin BMT Nizamnaməsinin 99-cu maddəsinə istinad edərək Şuraya göndərdiyi məktuba istinad edilən qətnamə layihəsində Qəzza zolağında dəhşətli humanitar vəziyyətə işarə edilərək, bütün vətəndaş cəmiyyətlərinin müdafiəsi tələb olunmuşdu.
Təcili humanitar atəşkəsə çağıran qətnamə layihəsində bütün tərəflər beynəlxalq hüquq çərçivəsində üzərlərinə götürdükləri öhdəlikləri yerinə yetirməyə, xüsusilə mülki şəxslərin müdafiəsinə çağırılmışdı.
