2013-cü il statistik məlumata görə 1997-2010-cu illərdə qısırlaşdırma prosesi hətta həbsxanalarda da icra olunub və bu məsələ üçün dövlət 150 min dollara qədər büdcə sərf edərək qurbanların sayının 100-150 min nəfər olduğu iddia edilir.
Bu qanun əlillərin ilkin hüquqlarının pozulması, onların şəxsi qərarlarının deyil, dövlətin təyin etdiyi şəraitdə yaşamaları və məhkəmə sisteminin hegemoniyası deməkdir.
